I was once able to boot from install media, but am not able to now and don't know why.

I'm trying to get the latest windows 10 insider preview (1803) up and running, but the upgrades always fail and I was attempting to do a clean install.

Booting from dvd immediately fails and bounces back to uefi boot menu, and from flash drive it freezes after windows logo.

I'm using RAID and gpt disks, and want to be sure to install in uefi mode. i have tested my media on another computer, so I don't know why this doesn't work.

Windows setupdiag setupdiagresults has following error after upgrade attempt:

error: setupdiag reports fatal migration plug-in failure. plug-in name=microsoft windows directoryservices adam client\adammigrate.dll, migration operation=ipostapply->postapply, plug-in error: 0x00000065

Any advice is appreciated. Thanks.
