I have:
ASRock B250M-HDV mother board 
Intel i5 8500
SSD

I installed the cpu, cpu fan and ps and it won't power on using the panel switch. I shorted the pins on the panel header to start it that way and it won't work either. If I short the green wire on the atx header to ground then the cpu fan starts.
Is the motherboard bad?
