Surge protectors don't really help keep your power clean, all they do is prevent large spikes (like lightning), other than that they are basically useless. If you want to protect your system the only proper way to do it is with a UPS.

By the sound of it you have somewhat unreliable power, that often comes with low power and/or fluctuation, these are both much worse for your PSU than running a little over voltage. 

The fact that the system seemed to "fix itself" over time being off would lead me to suspect your PSU is damaged, most likely on the 5v rail as that is needed by the HDD and SSD but is less crucial to the motherboard/CPU. Try another, decent quality (80+ certified) PSU and see if that sorts you out.

I have been having troubles with my mother board recently as it no longer recognizes my HDD and SSD.
These problems began once I had a power outage at my place, the computer was plugged into a surge protecting powerbar if that makes a difference. 

Once the power went out the system would not restart and when it finally did it brought me to the BIOS saying my HDD and SSD were not recognized. We have fixed this once by replacing the SATA cables but when I moved my computer to my dorm at school it happened again. After leaving it for a few days it seemed to have fixed itself and was working fine for a few days until my power was cut again yesterday, the computer was off at the time and now has the same issue

If anyone knows what the problem could be that would be much appreciated
