I know this is an old thread but I had the same worry when I was originally digging around the BIOS in my new X399 Taichi + 2950X build. The CPU temperature was constantly hovering around 69 degrees. But when I'd boot into Ubuntu 18.04.4 (5.3.0-40 kernel) I would see a very normal die temperature (output from "sensors") and noticed the "Tctl" showed more inline with what I saw in the BIOS (the 27 degree offset).

The post above about setting "Power Supply Idle Control" to "Typical current idle" actually solved a freezing issue I was seeing on this system shortly after booting it and leaving it to idle. guys, stop reporting "high idle temps". it is a fake issue, not real. you will not throttle. Came across this thread looking for where to find power supply settings in BIOS after seeing some results over on the Unraid forum.
Johnnie.Black mentions: Are you using the Ryzen specific settings? It's not on your go file, though most boards have now a bios setting for that, as long as using a current bios, like "power supply idle control" or similar, it should be set to "typical current idle" or similar.

I'm in the same boat with my X399m and a 2950x. BIOS reports idles in the high 60s when I have 600mm of radiator space and plenty of pump. My 1080Ti reports 26c at idle... Unfortunately, for whatever reason, I can't boot into Windows using my U.2 drive so I'm running Ubuntu. The only reporting I'm able to get so far is tctl so Ubuntu is reporting the same temps as the BIOS. I'm going to temporarily install a SATA SSD and install Windows and check what Ryzen Master says.

Hi,
I am using a 2950x and ASRock x399 taichi. I am getting idle temps in the motherboard bios (3.30) of 66 Celsius at idle.
Looking at the ryzen master software the temperature is in low 30s.

I realise that there is a 27 degree offset from Tctl to Tdie , But if the motherboard is reporting the higher temperature
would that not mean that thermal throttling will happen much sooner than it would if the correct temperature was being reported?
