I've discovered that the problem happens because A-Tuning is crashing very often. Sometimes I get weird messages. Uninstalled it completely and set all the Fan settings in UEFI UI instead. All fans work perfectly now, also after standby.

Mainboard: ASRock Z170 Extreme4+
CPU: Intel 6700K
OS: Windows 10 Pro

I'm using Asrock A-Tuning, Fan-Tasting Tuning section to setup the fans in the PC case.

I set the speed line for every fan and click apply. It works 100% correctly at this time.

But if I set the PC to standby/sleep and wake it up all Fans are set to default speeds and stay this way. When I hit the Apply button in A-Tuning again (without changing anything) the correct speed is set.

Why are the Fan speeds resetted during standby?
