Same problem with x399 Fatal1ty Gaming and TR 2950X. 
UEFI verision 3.30 and 3.20 expose similar behavior.
V/Card SAPPHIRE RADEON RX 580. Monitor a bit old, ACER AL2017 (no full HD support), connected via DVI.

Bios version 3.30 is a cluster #$@#$!.  

I went from 2.0 > 2.30 > 3.30 and rendered my system unusable - No UEFI and OS.  I had to flash the Bios to 2.0 to get any stability.  

Now the system boots directly into OS without displaying the option for UEFI (Press F2).  What setting(s) control this behavior?  

Fast Boot - disabled. 
Setup Prompt Timeout - 10 sec
Full Screen Logo - disabled

I have to start hitting F2 in the text mode Bios screen to get into UEFI.
