Do ASrock boards have similar T-Toplogy like Asus?

Socket 1151 is a dual channel platform so yes, you only need 2 RAM modules to extract maximum performance from it. The only time you need 4 modules is with HEDT platforms that support quad channel memory configurations: Socket TR4, LGA 2066 etc.

In fact, using 2 modules instead of 4, as you noted, typically yields higher overclocks on the RAM and better stability at high frequencies/low timings. Even on quad channel setups, there are certain use cases where using only 2 modules shows an advantage over 4, most notably, gaming. This is due to the added latency when quad channel mode is active.

As for T-Topology, I have no idea. That is likely an ASUS patented term/design element. I could see it helping to eliminate, at least partially, the latency issues inherent in quad channel setups but in dual channel, I don't see it making much difference. Not anything the end user would actually notice anyway.
