I have the X470 Taichi Ultimate w/UEFI version 2.0 and PolychromeRGB version 1.0.32 installed.
I'm not having this issue at all on my pc.
The only issue I've noticed is that the ASRock APPShop version 1.0.41 still stinks and fails updating Aquantia 10GBE LAN driver repeatedly.
Word of warning the X470 Taichi UEFI version 3.10 must be buggy, as the X470 Taichi Ultimate is still on UEFI version 2.00.
Nothing newer than version 2.00 on ASRock's BIOS page for the X470 Taichi Ultimate.

1.9 doesn't exist, if you mean 1.92 beta by jz then there or on asrock you can find either 2.0 and 3.10 that, btw, works (see its thread).

In the BIOS, in advance settings (I think), something like "Keep RGB on in S5 state" You disable it, save and the RGB will turn off.

On bios, enabled deepsleep, save settings and enjoy, led's off

Windows> gpedit.msc
Local Computer policy>
Computer configuration>
administrative templates>
System:
In the window on the right, look for:

"Do not turn off the power of the system after you turn off windows"

(Double click)

Choose "disable"
Apply, ok, close gpedit.msc and restart the pc.
