NVME Drive not showing up?

I recently put together a computer, after slowly buying the parts over the year. The issue now is, hard drives.

I've got a WDC WDS250G2BOB-OOYS70 and a INTEL SSDPEKNW010TB. The M.2 drives seem to be VERY weird, for whatever reason on my Taichi X470 Ultimate.

If Intel is plugged into M_1, it shows fine, and as a bootable drive. When Intel in M_2 with WDC in M_1, WDC shows as being ANCI and Intel doesn't show at all. When WDC is plugged into M_2, it shows as an NVME drive. I'm at a loss and spent nearly 4 hours tinkering with things to test, and I can not figure it out for the life of me.

UEFI is also X470 Taichi Ultimate P1.20, no BIOS update done yet, as I'm not sure which one to get based on my specs.

CPU: AMD Ryzen 7 1700X
MOBO: ASRock X470 Taichi Ultimate AM4
RAM: Corsair Vengeance RGB Pro DDR4 3200, 2 sets of 2x8GB
CPU Cooler: Corsair Hydro Series H150i Pro RGB AIO
PSU: Corsair RM850x 850W
OS NVME: WD Blue 3D NAND 250GB Internal SSD
Storage NVME: Intel 660p Series M.2 2280 1TB PCIe NVMe

To clarify, everything is default, as I flashed CMOS. I did some testing, and here's what I found below. M_1 is the slower of the slots, so it works for OS booting. M_2 is the faster one, so I want that one to be used for storing games, making for faster load times.

Config 1:
M_1 AHCI Detected (WDC)
M_2 Not Detected as Boot Option, Shown in Storage Configuration (Intel)

Config 2:
M_1 NVME Detected (Intel)
M_2 Not Detected Boot as Boot Option, Not shown in Storage Configuration (WDC)

Config 3:
M_1 None
M_2 Not Detected Boot as Boot Option, Not shown in Storage Configuration (WDC)

Config 4:
M_1 None
M_2 NVME Detected (Intel)

I'm just incredibly confused that with my OS drive in M_1 (how I want it), is showing. But having that drive AND my storage drive in M_2, my storage drive isn't a storage/boot option, but IS detected under the storage device list. And when taking the drive out of M_1, the storage drive becomes a boot option?

And now after putting the WDC back in slot M_1, only M_2 is showing

WD is a sata interface m.2 it will only work on the top slot

the top slot is the faster slot but your only choice for both to work is the slower wd m.2 on the top and the faster intel m.2 at the bottom

I can live with that. The issue is, is putting the WD on the top, and the Intel in the bottom, either one or the other just refuses to show. First it was the Intel one, now it's the WD one.

I'm trying to do a BIOS update since im on UEFI Version: X470 Taichi Ultimate P1.20. Target version is 3.50 since 3.60 is not compatible with my CPU. V3.50 says "If the current BIOS version is older than P2.00, please update BIOS to P2.00".

Downloaded 2.00 onto a USB, went into windows and installed "AMD all in 1 with VGA driver ver:18.10.20_NHDA" as asked to install 2.00. Getting onto the BIOS to instant flash - and no dice.

It says to go to Advance\CPU\Configuration and to disable AMD fTPM switch before flashing BIOS. Checked, and it's disabled by default. Only thing on the USB (FAT32) is a file titled 'X470TC_2.00' which is a file type '00 file' which I assume is due to the 2.00 version in the file.

Not sure where to go from here.
