Phantom Gaming X570 no boot after a while

First of all I have the following hardware:
Asrock Phantom Gaming x bios version 4.40, AMD Ryzen 5950X, AMD Radeon RX580, 128Mb Kingston Fury Renegade RAM (fully tested, no failures), 3xM2 - Evo 970, 980 & Adata Legend 840, quiet straight power 11 - 750W power supply, fractal liquid freezer II 240 cpu cooler.

My issue:
when I start up the pc running either one of the 3 ssd (three-boot mode, all win11) everything works fine, apart from the fact that when booting it restarts after about 10 seconds again not having shown before the bios screen. But that's ok. no bigger issue.
When I shutdown the pc (not restart, that goes well) and try to start it again after a short while it doesn't start up again, I have to unplug the power cord and leaf the pc off for more than 30/40/50 minutes.
I went through the bios setting up bios configuration and made a bios recovery image, because I once tried by clearing the cmos with the button at the back of the pc and all bios configuration was gone, had to set it up again, but pc startet up.

Can someone give me an hint or an idea how I could tackle the described problem, this is absolutely annoying.

First you should try default BIOS settings, and test the M,2 one by one.
When tehre s no boot device connected, so no SATA, M.2 or USB cardreader or such, the system should always run into BIOS, check what the CPU temperature is doing, and also get some airflow on the Voltage Regulator Modules (VRM's) around the CPU socket.
A liquid cooler is nice, but it has one big disadvantage, it only cools the CPU, Not the VRM's.
When VRM's overheat, they throttle the CPU, but when they cannot disipate anough heat, they shut down the system, to prevent damage, when the issue is not happening without the boot device, the next step, should be to connect 1 M.2 and boot from that, and check, if there are firmware updatre for it.
Sometiems M.2 loose connection, usually that is firmware related, or there is a compatibility issue, between the M.2 and the board.
Diagnostics, is a process of eliminating possible causes.

Thank you threadzipper1957 for your advices. It took a longer while to go through all the single verification steps. I can state to have all the last firmware of all drives and also driver stands according the Asrock compatibility list.
I then opened the side of the case and placed a fan in front of the mb it helped so far that the system restarted after a shorter while. Thus, I suspect the vrm's are overheating, you almost can't touch them. I have all the fans in the case set to the front 3 pcs. 140 pull air into the case, while the back, a 140 too, is blowing it out as well as the top 2 fans of the water cooler and the 140 one in the bottom next to the psu, but the improvement was very slightly. I have now all the fans running on full mode. I also found out that my from windows 10 to 11 upgraded system is enormously cpu and power consuming (over 85°) and the other dual boot win11 (fresh install) runs optimally (around 56°) and also allows the computer to immediately restart after sleep mode while the other not. I will now buy heat sinks for the vrm's, to reduce possible damage long term.
