B450 pro4 reserved memory probs

   Win 10 latest updates and Linux.
32 gig of memory install 16 gig usable 16 gig reserved for video
Amd R7 250 video card.
Latest AMD drivers
Also Happens also with genetic windows drivers
Also happens with an old NVIDA Radeon HD 5450 
3.4 Bios
Cleared CMOS
Passed Windows memory test without errors.

It appears to me that the B450 pro4 is reserving 16gig for a non existant integrated memory. 

How do I get my 16gig back for program use.

	Found problem. Bad Ram. Next time I will use a standalone ram test.
