Q1900-ITX BIOS output on VGA ?

   My first installation.
With ONLY VGA monitor connected ( no memory installed) should I get SOMETHING on the screen after power on?
System Panel Header is connected , LED power  is on and the the power supply fan also comes on. 

I am basically looking for ANY BIOS output to see that the board is active. 

Did I missed something? 

PS. 
The box contained a small screw and no  info what to do with it.
