Z590 Extreme WiFi 6e won't boot with GPU installed

   Hi all, I'm having an issue with my new Z590 board, it just won't boot with a graphics card installed, not even to BIOS. I've done a few things so far:

Triple checked all PSU cables

Reseated CMOS battery (with & without GPU connected)

Plugged a low profile GPU to discard PSU issues (didn't work)

Plugged the graphics card on another PCIe slot (didn't work)

Disabled iGPU then installed graphics card (didn't work)

Updated BIOS to latest version

However, without the GPU it works perfectly fine, so I'm at a loss here, the mobo is brand new and so are the CPU and RAM. GPU is not but it was working properly on another setup last week. As of the PSU, I don't think that's the issue because it didn't boot with a low profile GT-430 either, and 600 watts seems enough to me.

Hardware:

-ASRock Z590 Extreme WiFi 6e
-Intel Celeron G5905
-Corsair Vengeance LPX 16GB
-Radeon RX580 8GB (also tried with a GT 430 Low Profile)
-Thermaltake Smart 600w 80Plus White
