what board do you have mine seems to auto to 0 but there still is the problem if i set a number it falls under cpu load instead of drooping the clock under only avx

This is a problem with ALL mfg boards and Coffee Lake CPUs. It's CPU behavior, no one is exactly sure why.

I asked support the same question as i always got the 4 avx ratio when set to auto on my Z370 Fatality ITX.
You have to set "Multi Core Enhancement" to disabled, then AVX auto is actually 0.
If "Multi Core Enhancement" is not visible, you first have to set CPU Ration back to "Auto" to make the option visible.

Hi guys, can confirm this on my MB as well. I have AVX offset = 2 atm and my (OC) CPU freq. oscillates between 4,6-4,4ghz doing nothing in desktop. If I set auto then offset = 0 but does not turn off AVX instructions. If it affects all MBs and Coffee Lake CPUs as said above I'm afraid its not goin to be fixed.
