I installed it, seems to be advisable if you want keep your cpu to intel's safe limits.
If it is stable, I can't answer that, for me it runs but too early to tell, for you, you will have to test for yourself.
Is it safe? It's official, no beta. It applies intel's latest safety limits. So suppose it's safe.

As always be careful flashing bios, restore default settings if you had any overclock going before you flash and only flash if you are confident you won't loose power during the flash.
