X870E Nova Wifi RGB won't turn off

I have completed my Asrock X870E Nova Wifi and R7 9800x3d set up today. Everything works fine except the motherboard RGB won't turn off when I shutdown my pc. I have tried many different methods such as disable LED in state 5, set RGB to off, enable deep sleep, clear CMOS. I also downgrade my bios from 3.12.AS02 [Beta] (newest) to Bios ver 3.10, but nothing works so far.
Does anyone have the same issue like me? How can i fix it?

On Windows? Can you open a terminal/cmd prompt as an administrator and run the following command (without the quotation marks) and reply with the results?

"powercfg /a > %USERPROFILE%\Desktop\Available_States.txt & powercfg /a"

This outputs your available sleep states on your system and will output to the screen and to a text file on your Desktop entitled "Available_States.txt". Either copy the text from within that txt file or copy the output that popped up on the screen, either way it is a short bit of text, but if you are unfamiliar with copying info from the console/terminal then the text file makes it easier, you can delete it once you have copied and pasted the info. I suppose you could also take a screen shot of the console as well with "ALT-PRTSCRN" while the command window is selected, that will take a screenshot of only that window.

Next run, without the quotes:

"powercfg /systempowerreport & %USERPROFILE%\sleepstudy-report.html"


This outputs an HTML report, the location is:

"%USERPROFILE%\sleepstudy-report.html"

It might take a few moments for the report to generate.   Once you have that HTML report please post a screenshot of it. It should have opened automatically, if it did not, copy the location above (with/without quotes) and press "WIN+R", then paste that location in the Run window and press OK.

Please ensure to capture the whole report, you might need to zoom it out or <100% to get it all in frame. For your privacy it is best to use "WIN+Shift+S" and using the rectangular snip tool (first tool on the left, selected at the top of the main display from the selection bar", drag and drop a rectangle around only the report, cropping out the bookmark and address bar etc. If you don't care, then instead just use "ALT+PRTSCRN" to copy the whole window.

I have a hunch you aren't reaching S5 state and might be in a lower sleep state, meaning you are maybe not "really" shutting down but might be in Hybrid Sleep or another mode where power is still flowing to certain devices, if you have Fast Startup enabled In Windows, this might be the case.

Also in the BIOS (Make sure you are updated to the most current, again, sorry), upon entering the BIOS for the first time, press "F9" (should be the key to set all optimal defaults), when asked to confirm please do so, once that is done press "F10" to save the settings and reboot.

Enter the BIOS again and under the ACPI configuration section (Advanced Mode --> Advanced Page/Tab --> ACPI Configuration), set "USB Power Delivery in Soft Off State (S5)" to DISABLED to ensure that when and if you are in S5, power won't go to the USB, which I believe their RGB module onboard is using some USB onboard, (not a physical port on the mobo), which if this is NOT disabled, power may reach the RGB if you enter (S5). I do realize that "LED off in S5" is set to DISABLED, but disabling the USB in S5 may help if that RGB controller is indeed connected via onboard USB and for some reason the other setting/parameter "DISABLE LED in S5" is not being respected, but we need to ensure you are getting to S5 sleep first.

What's weird is that it's also not respecting the RGB parameter when set to "OFF" which may be a bug, because this should be followed regardless of ACPI state.

First, we should figure out (through the power report) what sleep states you are achieving and then diagnose from there.

My suspicion is that you have Fast Startup or Hybrid Sleep going on in Windows... but that doesn't excuse the BIOS from not respecting the "RGB - OFF" setting, strange... that problem itself might be a bug, so you may wish to report it officially to support here:

Thanks for the quick reply and for getting the information together, I apologize the file didn't automatically open, I'm not sure why not, I tested the commands first and they worked fine for me, although I am on Win10, perhaps Win11 stores the report elsewhere, my bad.

From the report and available states it looks like you are using Hybrid Sleep and possibly Fast Boot modes. I don't recommend either because your system will rarely truly "restart" or shutdown when this is the case. These modes combine with a level of hibernation where It is simply saving the RAM data (all of it, so if you have 16GB RAM you have a 16GB hibernation file, if you have 32GB RAM, then you have a 32GB file and so on) to your system drive so it can resume operation without having to actually "boot coldly and fully post" ("shut down" in the first place), saving you a few seconds...but not REALLY restarting/shutting-down.

It (hibernation and the associated modes) take up considerable space, and the average user I have found, desires to actually Shutdown their PC fully and not have it Hibernate, they just didn't know that clicking "shutdown" would sometimes mean hibernation. They correctly assume that "shut down" means....Shut it down, but it doesn't always mean that when these modes are enabled. Fast Boot and Hybrid Sleep are a part of Hibernation and, and will be disabled if you disable Hibernation, which I recommend you do disable.

Do not do the following if you explicitly wish to use hibernation. I don't recommend using it, but to each their own I say... If you do want to disable it then continue below.

The easiest way to accomplish the disabling of Hibernation/Fastboot, and get some space back in the process (it will delete the hibernation file from your drive as it is no longer needed) is to perform the following from and Admin prompt:

"powercfg -h off"
or (if that doesn't work)
"powercfg /hibernate off"

This will turn OFF hibernation and delete the hibernation file, reclaiming your space on your system drive equal to your RAM amount.

Now when you go to "Start-->Shutdown" It should shut it down into ACPI S5 mode, and your RGB should be off. If they are still on, and your BIOS is set to the settings discussed, then I think you need to open a ticket with ASRock on this one:

When I go back to Bios and all LED related settings are set to disable by default. "USB Power Delivery in Soft Off State (S5)" is disabled as well, but my motherboard RGBs still stay on. I will make a report. Thank you

Oh no, I did get the report, I meant I'm sorry it didn't automatically open when you ran the command, it was supposed to, but it didn't, at least it didn't look like it from the console post...anyway...no matter.

If you did all those steps, and this is still the case, then I would put in a ticket, it's possible the RGB controller firmware is having an issue, but the Flash should have fixed that if that was the case.... so yes...please do submit a ticket so they are aware.

In the BIOS is there a TOOL tab/page? If so is there the "LED Test Form" option there? If so open it and select OFF, and see if things improve. As last ditch effort, if there is the option for "LED Firmware Recovery" you can try that as well, then double check that all the settings are set appropriately to off or disabled for RGB elsewhere in the BIOS and see if it improves then as well.
