Auto Fan Control setting: Target Fan Speed?

Hello everyone!
This was a wery good question and a very good answer for me.
One thing I don't understand.
Everywhere I read for this mother board cooler speed control,you say that can be adjusted from 1 to 9.
In my bios I have HIGH - MEDIUM - LOW options for target speed, and my cooler runs always on 1700 rpm.
How can I adjust to run on lower levels?
