x870e Nova doesn't boot new build

It's a new build and it doesn't boot nor display anything.

The dr debug code showing is RR 21.

Already tried several ram setups and just updated bios to the latest version 3.20 and didnt work.

What to do?

My components:
PSU: NZXT C1200

  Motherboard: Asrock x870E Nova 

  GPU: 3060

  COOLER: Arctic freezer III 

  CPU: ryzen 9950x

  Storage: ?WD Black SN850X 2TB 

  RAM: Corsair Vengeance 64 GB (2 x 32 GB) DDR5-6000 CL30 ( XMP ready )

  CASE: hzn 420
