Well, like everyone said it was the USB-C port. I plugged my WiFi usb receiverwith a USB-A to USB-C adapter into the USB-C port and everything is fine. The driver for that port (port 5) is now correctly installed. What a huge waste of time after installing new bios, chipset, etc. Hope they fix this and this helps someone else

I can also confirm unplugging the adapter from the USB-C part is fine. The driver is still installed correctly. I imagine windows needs to install a driver for the USB-c port while something is plugged in. Will update if anything changes.

Nope, after unplugging it started again. Keeping plugged in for now

Absolutely shameful.

I went to the store after my motherboard died to grab a new one and the only AM4 boards left in stock were the Asrock Phantom B550 and an MSI B550 and I deeply regret I didn't grab the other board.

The USB 3.0 ports on the front of my PC work for a while but periodically disconnect and reconnect. I was on BIOS 3.2 and I've upgraded to 3.4 with no success.

I will be spending the extra money to upgrade to an Asus and throwing this board in the garbage where it belongs.
