I have a mobo that can use the Win 7 USB patcher, however will that work with the Win10 ISO. Or do I have to go about doing something else.

You do not need to do anything if you are installing Windows 10. Nothing needs to be fixed to install Windows 10 from any source/media. You can use a USB keyboard without any problem.

No need to use the Windows 7 Patcher with Windows 10.
I've installed Windows 10 from an ISO download on a USB flash drive many times on my Z170 board. It works fine. Frankly, I only use an ISO download on a USB flash drive to install Windows of any version.

That is also true for Windows 8 and 8.1.

ONLY when installing Windows 7 in certain situations does the Windows 7 USB Patcher need to be used. This is described on this ASRock page:

The reason Windows 7 may need to be patched is simple, but not well understood. It is also an unusual situation.

The Intel 100 series chipset boards, and the Intel J3000/N3000 SoC processor boards, will ONLY use a USB 3.0 driver for ALL of the USB ports. That means a USB 3.0 driver is used with the USB 2.0 ports. That works fine for the USB 2.0 ports, but not with Windows 7.

Why? Windows 7 does not have a built in USB 3.0 driver. Windows has all kinds of drivers included with it, to allow all kinds of different hardware to work without installing their drivers manually. I was surprised to see some of the drivers Windows has in it, from very sophisticated, expensive hardware PC users will never own, to super old, obsolete chipsets. But Windows 7 does not have a USB 3.0 driver.

So what happens when you install Windows 7 on one of those systems listed above? None of the USB ports will work. Not during the Win 7 installation. Windows update will install a USB 3.0 driver at some point after the installation, but that does not help during the installation.

If you can't use a USB port for a keyboard, mouse, etc, you have a problem if you don't have a PS2 keyboard and mouse. ASRock has a setting in those board's UEFIs that allows a USB port to work with a USB keyboard and mouse during a Win 7 installation, IF you know enough to use it. But that does not fix using a USB flash drive for a Win 7 installation. That's where the patcher is needed.
