B650E PG Riptide USB error 43

I have a question regarding the Asrock B650E PG Riptide WiFi, but first a few trifle:
1) How can I make sure that when I turn on the fans, they don't howl at 100% for a few seconds? I'm not turning on a vacuum cleaner, after all.
2) Why is a successful BSOD run accompanied by one long beep and not one short one like everyone else?
Ok, now a question:
After turning on the PC and after some (inconstant) time, there is a sound of the device being disconnected and in the manager, one of the USB controllers is disconnected with error 43. After rebooting, it starts working again. What could it be?

As far as I am aware there is no way to control the fans until the BIOS initializes
the controllers have no input until this happens and thus the fans operate at 100%
until the controller receives a command to lower the speed.

For the beep, try disconnecting your keyboard and powering on. If the long beep
is gone then you may have a stuck key, if not then make sure your RAM is properly
inserted into slot B2 (if a single stick) or slots A2 and B2 (for 2 modules).

As for the USB, I am not sure, I have not encountered the issue myself. You can
try disconnecting all USB devices other than keyboard and mouse and test if the
issue persists. I have seen quite a few USB peripherals cause conflicts and issues
with the USB controllers on various systems.
