5 beeps and no display -B560M Steel Legend

CPU: 10400f
RAM: Crucial Ballistix 3600 ddr 4
Power supply: Corsair RM650
GPU: 1060 6gb and 6700xt (tried both)

Everything powers on and looks good. RGB comes on, fans spin, everything is doing what it is supposed to be doing.

Then I get 5 beeps from the case speaker.

No video is ever displayed.

I had hard drives hooked up and I could hear then spin and do there thing. Also had 2 sticks of ram connected. I have disconnected everything now and it's just the CPU ram and GPU. I tried both a 1060 and a 6700 and no video on anything. Tried reseating CPU, still nothing. Just 5 beeps and a black screen.

What do 5 beeps mean?

5 beeps error code means the problem may be related to the CPU or the system not detect video output.

Please verify by the below suggestions.
1. Make sure the video cable is connected to the graphic card.
2. Clear CMOS by referring to the user manual page. 19.
User manual: https://download.asrock.com/Manual/B560M%20Steel%20Legend.pdf
3. Only install CPU, PSU, Cooler, RAM, Graphics card to check if the system can boot into BIOS setup.
4. Install one stick RAM on each slot by turns to repeat suggestion 2 to check if the problem relates to a specific RAM stick or slot.
5. If possible, please use other CPUs and RAM to cross-test to check if the problem relates to the compatibility of the memory and CPU.
