Hello
The bios detects 16 GB of Ram (2 slots 2x8 GB) but windows only sees 7.93 GB of ram. I changed the motherboard twice and the problem persists. I also changed RAM and the problem persists. I also did manipulations on windows very known for this problem but the problem persists... So: the PC boots with just 8 GB of ram with the A1 slot ok. The PC boots with A1 (8Go)+ B1 (8 Go) ok but 8 Go in windows. The PC does NOT boot with only slot B1 ....impossible. Is there an option in the bios to enable 2 memory sticks in windows? Thanks.

Read the manual, must be in A2 B2 slots.

Could be a faulty CPU, the memory controller is on the CPU and has 2 channels, one
for each bank (A and B). If your B1 slot won't allow you to boot when you only have
RAM in that slot then it is likely that one of the channels on your CPU is dead.

You can remove your CPU and check for missing/bent pins, this can cause the issue
you are experiencing. If there are no missing or bent pins then it is likely
that the CPU's IMC (integrated memory controller) is faulty.
