CPU overclocked or not under default BIOS settings

I have ASRock X399 Professional Gaming with Threadripper 1950X. With the default BIOS settings, I see overclocking settings are set to Auto. When I check voltage for CPU VCore with HWInfo64 under WIN10, I see it fluctuating when the system is idle.

Is the CPU overclocked automatically with default BIOS settings by the motherboard? I don't need overclocking. I do want XFR. And I'd hope to lower CPU voltage if possible.

xxxin, I suspect you are seeing the effects of Cool-n-Quiet which at my last look cannot be disabled in the BIOS.  Enjoy, John.

I'm new to AMD platform. I could see CPU VCore intermittently around 1.4V when system is idle. Is it possible to use a fixed (and lower than stock) voltage if overclocking is not needed (with XFR still enabled)?
