Interesting, thanks for sharing your fix meatofalltrades and djbello. It sounds
to me like either an ESD (static discharge) causing corruption in the RTC (real
time clock) or possibly a mild short caused by touching solder points during
assembly shunting a small current to the BIOS ROM to the same effect. Either way
pulling the CMOS battery and clearing CMOS will always resolve RTC issues.

Came here to post the fix when I had this issue. BIOS wasn't detecting keyboard or mouse inputs but was giving them power. Turned out I was using a bad M.2 NVMe and as soon as I removed that from the board I was able to get into the BIOS. I'm currently using a different m.2 NVMe in the same slot so it was definitely an issue with the drive, not the board.
