x470 Master SLI turning on and off repeatedly |

I just built a new computer with the ASRock X470 Master SLI Motherboard. When I power on the computer, the GPU fans turn off after 10 seconds then the whole computer shuts down after another 10 seconds and then the process repeats all over again. This is my first time building a computer so I would really appreciate the help.

I would start by taking it out of the case and doing a minimal setup to make sure that it's not shorting on anything.
