It doesn't boot. Although Ryzen 3 has an integrated Vega 8 GPU, there is no video output on the DVI connector. I also tried connecting a chassis speaker -> no beeps. The 2 fans (chassis + CPU cooler) work correctly. Pressing the POWER button 10 seconds successfully turns it off, pressing the RESET button successfully resets fans.
I reduced the setup to a minimum : CPU + Cooler, 1 RAM module (have another one, tried switching , doesn't help), main ATX power cable + CPU 12V power cable, front panel pins, chassis speaker pins.

My set up is as follows: 1) asrock a320m-hdv with bios P4.80 (with AMD Ryzen Desktop 2000 Ready Sticker on the box). 2) AMD Athlon 200GE 3) ADATA 4GB DDR4 2666 Unbuffered-DIMM AD4U2666J4G19-B.
I'm having the exact same problem with my A320M-HDV with AMD Athlon 200GE CPU(which is similar to Ryzen 3 2200G, raven ridge APU with built in Vega graphics).
I think your BIOS version (P4.80) is good. For Ryzen 3 2200G to work, the BIOS version should be atleast P4.40 (https://www.asrock.com/MB/AMD/A320M-DGS/index.asp#CPU).
Initially I thought it was a faulty motherboard (my bios was P4.80 which according to Asrocks website, supported the APU when I checked before buying the motherboard. But now they updated the support page to P5.10 for minimum version for support of my CPU) or CPU because there were no beeps during boot. Then I borrowed a stick of RAM (APACER 4GB DDR 2666 Unbuffered-DIMM EL.04G2V.LNH p/n: AU04GGB26CQWBGH) from a computer repair shop to try and my PC actually booted and went to BIOS!
I sent back my ADATA RAM to the seller to get an replacement. When they tested it, it worked on their system!. Luckily the seller agree to give me a refund. So now I'm stuck with a PC without RAM.
I emailed Asrock regarding this and their reply was to get a RAM listed on their Memory QLV page (https://www.asrock.com/MB/AMD/A320M-DGS/index.asp#MemoryRR). I spent hours searching for any of the RAMs listed online and in stores in my county but no luck.
Yesterday I ordered another model of RAM (Kingston HyperX Fury 4GB 2666MHz DDR4 HX426C15FB/4). According to Kingston, this RAM should work with my motherboard although it is not in Asrock's Memory QLV. I'm still waiting for it to arrive.
A few things you can try: 1) Check your RAM. Try changing to a different slot. If possible try to change it with a different model and brand. 2) Take out your motherboard from the casing and try to assemble it outside. Maybe there is a shorting to case. 3) Try a different power supply. 4) Take out your CPU and try to install it back by applying some pressure on top of it on the socket as you lock it.
