Hello, on admin account (only first account after Windows installation) voltage it ranges between 1.1V - 1.3V, on other accounts 0.4V - 1.3V. Power plan in Windows is the same on both accounts (AMD Ryzen balanced with default settings). Core clock is the same. I use HWiNFO64. In UEFI Cool'n'Quiet is enabled. I have never tried OC. Maybe in the future. :) Pay attention to VRM temperatures and power.
Why is it like that? Even autostart is the same. On admin (first) account CPU can't drop voltage to 0.4V in idle. As a result, there are differences in power consumption.
Interestingly when I set Cool'n'Quiet disabled and Windows balanced power plan the situation is the same. How can I solve the problem with first account? Of course without removing.

Motherboard - ASRock X370 Killer SLI P4.80
OS - Windows 10 Home 64bit (version 1803)
