Where are the screws for the M.2 standoffs? Are they not included in the mobo?

They should be, every M.2 capable ASRock board I have owned has come with at least one in the box, typically in a little plastic bag, yes, a bag for a lone screw
Check in your packaging, they may be stuck between the pages of your user manual/documentation. My X370 Taichi and Z270 Gaming K6 both came with 3. Even my X370 Gaming K4 boards came with 2.
If there aren't any in your packaging then send off a ticket to ASRock Tech Support or, talk to a local retailer/repair shop, they are just screws after all

Yup, that's them, like I said, a ziplock bag per screw instead of 2 or 3 in one

Thank you for your help! The photo helped a lot, I now found the screw. I'll have to tighten the screw by hand, since I do not have any tools small enough for screwing the tiny-ass screw. :D
