i am not sure what is going on but Any time i start a game and heavy load hits. the fans start tanking . and the whole computer starts becoming sluggish, even with 200 fps and then Everything speeds up dramatically . iv' played on other computers. and this one is running horribly. People tell me its' my cpu being tanked by the graphics but that wouldnt explain a voltage drop on the motherboard. Anyone else having this issue ?
windows 8.1 motherboard : Asrock 970m pro3 CPU: AMD FX{TM}-6300 sic-core processor 64 bit system 64 bit processor. ram: crucial tech 64ba17ob.m16 16 gigs . clock says 798 mhz. with 11 11 11 28 Nvidia Gforce gtx 1060 6 gb
watercooling corsair h100igtx 2 Delta cooling fans. on case. 1 250 gb ssd 1 1tb hybrid drive with 30 gigs ssd for os .

Note i rigged one of the delta fans with a ducktape box on it with small pipes blowing air Straight at the VRM's and southbridge. and the tampatures dont lie . Temp 1 78F ram. Temp 2 95F casing next to cpu Temp 3 104F brige past pci~ Temp 5 watercooling 88F temp 6 cpu 91 F Temp 7 94F graphics card.
i have plenty of air moving around in my case and i dust frequently sometimes with a paintbrush a soft one and sometimes with a alcohol dipped Q-tip. and both fans have a sort of filter on it catching dust. i replace them monthly.

Looks like a bad CPU cooler mounting. Check it out.
Also, install HWiNFO64 or similar and record the temps and volts before and after the gaming starts.

Hmm, no temp spikes or voltage droops... very strange.
Maybe it's a software issue? Drivers? BIOS? OS? I see you're running Win 8.1, which IMO is a very nice OS.
My advice - rebuild from scratch, check cables, connectors, everything. Update BIOS, if applicable, or just clear CMOS?
Last resort - update OS and/or drivers.
You shouldn't really expect demanding titles to run smoothly, but MOBAs, CS:GO, etc. should run smoothly.

updated everything so that shouldnt be a issue. and i hate windows 10, they tried to forcefully update by actually updating without my permission. causing me to lose all my data. hate microsoft for that. i have cleared cmos quite a few times on large updates. all new sata cables. 850W modular supply comes with custom cables. so all i did was replace the ones i could . bios is current version as well.
AS FOR demanding games to run smoothly. the game itsself is flawless, 200 fps cap, IT RUNS perfectly but during the times i hear my pc's fans slow down and speed up the game slows down, like matrix bullet dodging but At that time its slowing down and speeding up, i lose control of keyboard and mouse function for a split second everything is delayed, Then once the pc fans speed up the game gos' into overdrive like it is timewarping and all the buttons i pressed during the period it has slown down those buttons are pressed really fast. EVEN WHEN IM TYPING it takes me 10 seconds or so to type 4 words because it is spelling it out Rediculously slow .

Win 10 is a steaming pile of cr@p, hands down. I too like 8.1.
Another thing to try is https://www.resplendence.com/latencymon
Run it in background and see which process or hard pagefaults are causing troubles.
