Hi,

I am trying to boot my PC with just the MOBO, CPU and CPU cooler. I get a flickering 00 code (a power shortage?) The CPU fan also seems to "regain speed" everytime the power "comes back on".
After about 10 seconds the motherboard turns off completely, and then turns on a few seconds later repeating the process. This does not happen if the CPU power connector is unplugged. (4+4 pin power connectors from PSU into the 8 pin connectors on the MOBO) I have also tried connecting just the 4 PIN power connector into the MOBO. Same things happens. Tried the same with 0/1/2 memory sticks.
I have ruled out the PSU (connected it to my old computer, and it boots up fine) I also tried re installing the CPU and re applying thermal paste.
CPU is a Ryzen 2700X. The board is brand new.
Any suggestions? Thanks

Trying a PSU on a completely different system with different load specs and requirements does not prove anything other than the PSU works on that system. You may be correct, the PSU might be OK but that test could easily mislead you, particularly if the system it was tested on is old enough to have a completely different load spec.
The 00 code means the CPU is not initializing, on a PGA socket (pins in the socket not on the CPU) this usually indicates poor contact between the CPU contact pads and the pins in the socket but with LGA sockets that is a lot less likely. My guess would be either power is not getting through properly (low AMPs or voltage) or possibly a short somewhere. It should be easy enough to pull the board from the case and check the underside for bent over solder points or anywhere it could be shorting out onto the case. Try power the board up outside of the case.

Regarding the PSU part, would I still have to test the PSU again? (I'm only connecting the MOBO and CPU so the load would be minimal)
I just tried to boot up again outside of the case (on the motherboard box, same issue)
Regarding the pins at the back of the MOBO, am I supposed to look for pins that are touching each other?

Nah, that appears to be a purposeful solder joint.
If you have access to another PSU I would try that. If that yields the same result then return the board, it is more likely that than the CPU, if the problem persists then return the CPU. At this point I figure it must be one of those three components, typically a 00 error does not occur due to RAM issues.
Another thing to try is to pull all power from the board (disconnect the PSU from the board) then remove the CMOS battery for an hour (10 mins should be fine but an hour is what I usually recommend). Put it all back together and try it again.
