Trying to power up and not getting a video signal. Do I need to run power to the ATX12 power plug? The 8 pin, not the 24?

All power connectors are rather mandatory for every mobo.

You may also want to check if you have a CPU with graphics. Most Ryzens don't, e.g. 1500, 2700, etc.
