I am looking to know that ASRock X470 Taichi can turn off the WiFi via the Bios or others? Please let me know.

Please refer to below path to turn off the Wi-Fi function under the BIOS.

Path: BIOS\Advanced\WAN Radio to Disabled

At least for the 4.xx versions of the X370 this toggle switch didn't do anything. Windows was still able to see and control the radio.
