Like the topic implies, I'm wondering if anyone can enlighten me on the (technical) differences between the original B450M-HDV board, and the newer R4.0 version?

I notice from the images that there appears to be a different number of VRMs/Chokes on the R4, along with a different layout of those. (No VRM heatsink either...and the chipset heatsink appears to be different/smaller.)

But do these changes imply an improvement in build quality, or a decline?

Well, in my opinion they wouldn't make 4 revisions of the board of there was nothing wrong with the original.

I doubt anyone from ASRock will publicly acknowledge any issues or differences.
