I want to use my Plugload power strip such that when my computer is shutdown or in sleep my other peripherals will turn off-that's the purpose of Plugload. The problem is that Plugload has a threshold of 10-15 watts that the control device (my pc) must be under in order for it to flip the switch on my other peripherals. I tried everything I could in bios like turning on deep sleep to s4 and s5. Even when the pc is shutdown it's drawing more than 10 watts. Anything I can do?

What power supply are you using?
All the good power supplies I know will use physical relays to shut off all but the standby power circuit when the PC is off. I can hear them click.

EVGA SuperNOVA 850 GT 850 W 80+ Gold Certified Fully Modular ATX Power Supply

Ultimately, I want the pc to be drawing less than 10w when in sleep mode, because when my computer goes to sleep, I want the 2.1 speakers to go to sleep with it via my Plugload.
