I have an ASRock X470 Master SLI/as with a 7 2700 cpu and BIOS 3.4. I want to replace this cpu with a 7 5800XT and I know I need to update the BIOS with the 7 2700 installed first. Can I jump straight to BIOS 10.08 or newer without having to use a bridge BIOS version? If not, what steps do I need to take? Thanks.

Using instant flash from within the UEFI (BIOS) you typically don't need to worry about what versions are needed or update order. The UEFI won't let you update to a version that requires another version first. When it scans your USB flash drive it will simply show no viable updates available if the version you have on the drive is incompatible.
I typically download the latest BIOS, unzip it onto a fat32 formatted USB drive then go to instant flash in the BIOS. If it lets me update I continue with updating, if not, I go and download whatever version is needed (almost always listed as a "bridge BIOS").
In your case I don't see any bridge BIOS versions listed.
Make sure to load factory defaults and reboot the system before updating to ensure a smooth update.
