Recently replaced a Gigabyte board that quit with the Z390 Taichi.
I used the drivers off the Asrock site for the install as I have no CD drive
Both LAN ports are working, but I only get 2.1MB down and 4.5MB upload speeds.
Both connected to a Gigabit switch that worked full speed with the previous board. Also tested the ports with my laptop to make sure it wasn't a failed switch.
I also moved from the shipping BIOS to the latest (the one you can't downgrade from) in hopes it would cure the issue but its still slow. WLAN works great, but I really need to be able to use at least one of the dual LAN ports at full speed.
Anyone having similar issues? Solutions?

You really cannot properly use both LAN to same router, use one or the other. The Dual LAN feature is so you can connect to two separate networks, not to connect both to same network. If you still have issues using just one LAN to your router then it could be related to someone else who had a similar problem back a month or so ago. They found the newer LAN drivers were the problem. IIRC they tried a driver from about a year ago and it fixed their issue. Thanks. Wasn't using both LANs, just couldn't get either one to work above 2MB.
Tried your advice and rolled driver back to a Dec 2017 version and now have one working properly (bottom one when MB is vertical mounted). I will move up and try new drivers until I get both functioning.
