System was working fine before clean and rebuild (no components replaced) but afterward RAM in slots B1 and B2 is not recognized. If I put a stick (I have 2x8gb) in either slot I get 3 or 3+8 (3 followed by 8) BIOS beeps on boot, which I understand to mean errors with RAM. I am certain the RAM itself is not damaged, as I can place either stick (by itself) in either A1 or A2 and the system posts just fine with no mobo beeps. Below is a table of the possible RAM/slot combinations and the output:

A1+A2:   Boots, shows 16gb installed (but my understanding is that in this config only 8gb is actually 'available' to be used?)
A1 or A2 (single):   Boots, shows 8gb installed
A1+B1 or A2+B2:   3 BIOS beeps, boots, shows "16gb installed, 8gb usable"
B1+B2:   3+8 BIOS beeps, does not boot
B1 or B2:   3+8 BIOS beeps, does not boot

Mobo: ASRock ab350m pro4
RAM: 2x8gb G.Skill TridentZ RGB 3000 MHz (DDR4)
CPU: AMD Ryzen 5 1600 3.20 GHz (no overclock, standard cooling)
GPU: Sapphire Radon RX480 8gb
SSD: Samsung EVO m.2 512gb
Power: Seasonic 520w 80+ Bronze

How can I diagnose this problem? Is my mobo just fucked? Can I force the mobo to read ram from slots A1+A2 so I can get my full 16gb back?

I got a couple suggestions on Reddit BuildAPC for possible solutions and tried them all with no success. Here's a link to the thread to show what I tried:
