I am running:

Intel Core i5-9400F
ASRock Motherboard (Z390 EXTREME4)
Corsair Vengeance LPX 16GB (2x8GB) DDR4 DRAM 2400MHz C16

I am using onboard video and I cannot get it to post. It has been a while since I built a system and had this sort of issue.

As far as I can tell this requires a BIOS update to 2.30 from 1.60 (really pissed it claims out of the box support for 9th gen).

With it not posting, how do I flash it? I read somewhere that I could just load it on the root of a flash drive and it would work. I find that dubious.

My budget does not have wriggle room for buying another CPU just to flash the bios, even temporarily.

Any ides?

There are several ways to solve this problem.
The first way is to hand over the motherboard under warranty and you will update the BIOS to the latest version 4.00, absolutely free.
The second way - you can buy a programmer, for example EZP2010, it costs a little money and you can afford it.
The third way is to buy a processor that is supported by this board and BIOS version, flash the BIOS and hand over to the store with the verdict - it did not work. Consumer Protection Act allows for this))

Just to rule it out, do you have a GPU installed? The "F" on the CPU name denotes no iGPU.

Since the i5-9400F you are using does not have an iGPU, please try connecting a graphics card.
