I got my Asrock Steel Legend B450 board yesterday. It came factory flashed with bios 2.30.

I want to update to latest bios (2.70), as current one I can see the CPU is keeping high frequency(3717 mhz) and my RAM isn't working as per XMP setting as well. And it takes a bit to get it booting.

As I see on BIOS Page it says:
* Please install "AMD all in 1 with VGA driver ver:18.50.16.01_WHQL" or a later version before updating to this BIOS.

I haven't installed that because all it tells me to install is AMD adrenalin driver and I have a NVIDIA gpu. I did install Chipset drivers from AMD website and Lan, audio from Asrock site.

G.Skill 8*2 3600 SniperX F4-3600C19-8GSXWB
NVIDIA GeForce GTX 1080 Ti (GP102) Aorus Xtreme
Microsoft Windows 10 (10.0) Professional 64-bit

So...

1) Do I still need to install that All in one with VGA?
2) Can I directly go from 2.30 to 2.70 or I need to go incrementally?

Any thing else I should know? THANKS!!

Upgraded to 2.70. installed that All in one.

But I'm still getting higher clocks on idle. like 3200 is lowest.

Start CPU-Z
Go to the windows energy options for the Ryzen Balanced Powerplan and extended settings.
Play with the minimum parameter for the CPU.
Changes can be seen instantly in CPU-Z.
On my system the minimum setting was too high and i changed it to 60%.
