It was temporarily solved, as I thought, but after a while the problem resurfaced again.
I have a wi-fi adapter and usb mouse (not wireless mouse). When they are both plugged at the top two USB slots on B450 Pro4 motherboard, the following problem appears at startup: mouse and wi-fi connection do not load immediately after windows 10 desktop has loaded. Usually it takes 6-7 seconds before mouse becomes active and internet connection is established.
Now, as was suggested in previous post, if I try to change the USB ports of the mouse, or the wi-fi adapter, this problem above dissappears, but there is another problem: after some time working properly internet speed drops significantly, and can become up to 10-20 times slower.
I have internet connection where upload speed is 10 times slower than download speed. But when this problem happens, download speed becomes even slower than upload speed!
I have the latest mouse and wi-fi adapter drivers installed. BIOS version p3.20
How to fix this?

You have these USB ports on the rear panel: - 2 x USB 2.0 Ports (Supports ESD Protection) - 1 x USB 3.1 Gen2 Type-A Port (10 Gb/s) (Supports ESD Protection) - 1 x USB 3.1 Gen2 Type-C Port (10 Gb/s) (Supports ESD Protection) - 4 x USB 3.1 Gen1 Ports (Supports ESD Protection)
I would use the mouse with one of the USB 2.0 ports and the wi-fi adapter on a USB 3.x port. Although, there are some combinations you can try. And which wi-fi adapter is used?
BTW: Don't you have a router with LAN ports which you could use instead?

it might behoove you to just pick up a PCI-e WiFi card off of Newegg or the like.
