This may be a dumb question, but does this mean that 3200 Mhz is not supported if all 4 slots are populated?

But depending on the used CPU, RAM, the memory topology of the mainboard and your skills related to Ryzen and RAM configuration you can reach higher clocks.

Based on what Buildzoid has been doing with his MSI and Gigabyte boards and sporting 4x8 or even 2x16 + 2x8 well towards 3800 MHz, I wouldn't worry too much about achieving at least 3200 MHz on that board.
