Yesterday i installed my new b450 fatal1ty motherboard with my ryzen 5 2600 but with no windows in. When i power it on and i press f2 or del to go into bios settings a new black screen pops up and it stays there and don't display anything. Maybe i have to install some windows first?

You need no windows to be able to go into the bios. And please tell your complete spec (RAM, graphics card, drives).
First procedure when setting up a new system: Remove all drives, just connect keyboard, mouse, graphics card and ONE RAM stick in slot A. Do a CMOS reset like described in the manual, restart and check if you can enter the bios.

Hello there. I have been having problems with my B450M Pro4 motherboard. When i boot, it brings me to the ASRock splashscreen with option for F2 F11 Del and Tab but i can only input Tab, but after that. No other input is recognized. If anyone can, could someone explain why this is happening. At boot, the cursur blinks for a second but no POST test is shown.
Specs: AMD RYZEN 5 2600 3.6GHZ
1x16 GB Forza Ram stick
MSI Geforce GTX 1650 Graphics card
I have a dvd drive connected
I have no drivers installed.

Forgot to mention, but the manual that came with the motherboard, does not give any mention of a CMOS reset or anything of the sort

CMOS reset = Clear CMOS
Manual:
2.5 Jumpers Setup
CLRCMOS1 allows you to clear the data in CMOS. To clear and reset the system parameters to default setup, please turn off the computer and unplug the power cord from the power supply. After waiting for 15 seconds, use a jumper cap to short the pins on CLRCMOS1 for 5 seconds. However, please do not clear the CMOS right after you update the BIOS. If you need to clear the CMOS when you just finish updating the BIOS, you must boot up the system first, and then shut it down before you do the clear-CMOS action. Please be noted that the password, date, time, and user default profile will be cleared only if the CMOS battery is removed. Please remember to remove the jumper cap after clearing the CMOS

That is really strange. And you put the radeon in the first 3.0 x16 slot near the CPU, i guess.
If you have access to another graphics card, you should use it just for a test instead of the your radeon.

I am not able to access the boot loader or the uefi setup, only the switch screen. This problem is worrying me to the point that I think there is a bad part inside the build

And num lock cannot be toggled? Are you using an USB keyboard? If yes, try another USB port (an USB 2.0 port preferred)

I tried all the USB ports and the case ports and only 1 usb 3.0 and the 2 usb 2.0 ports worked, activating the keyboard, and number lock cannot be toggled, once the light turns on on the keyboard the whole screen freezes
