Is Asrock going to update bios for the B450 Steel Legend? It's been a while since the 1.0.0.4 is launched by AMD.

Look to the pinned "Ryzen 3000 series support" thread.
At least you can get a pre/beta version with "AGESA 1.0.0.4 Patch B und SMU Firmware 46.54.0" for your board since 11.11.19:
