So my budget gaming build has a:
-Ryzen 5 2600 -Asrock B450M Pro 4 -Deepcool da500 -kingston 240gb a400 ssd -western digital 2tb hard drive -1 hyperx 8gb ddr4 ram stick
however i cant afford a good graphics card at the moment so i just want to know what a good budget graphics card is if your looking for something under $40

Hands down the best value "budget" GPU around these days is the RX 470/570 (same exact card with slightly higher clocks on the 570). Used you can pick them up cheap. Anything less is not worth the money so I would do whatever you can to squeeze one into your budget. I picked up a brand new "mining edition" (single display output) RX 470 for $100, used they can be as low as $30 on ebay etc.

If you have not already purchased the parts you may want to look at a Ryzen 5 1600 "AF", it is basically a 2600 but with slightly lower clocks. Check out Gamer's Nexus benchmarks here:

In addition to the video card, you can overlock the 2600 processor to the speed of 2600x. Your motherboard with the B450 chipset will allow you to do this without any problems. The difference between these processors is small, so you did the right thing by choosing the cheaper 2600.
