So this CPU is not on the QVL list, and in my build here its not POSTing. Its a perfect match with this board for a cheap home server imo.

Is it possible for my to use the IMPI interface to determine if the CPU is the issue here? I plug the IMPI into my network but it doesn't take an IP from the DHCP server. Is there an initial non routable IP that it uses? The manual doesn't mention any details with regard to that.
