Is there way to set single-core precision boost limit over 4.5GHz?

Which would be the optimal PPT, TDC and EDC limits for the TRX40 Creator 8-phase 90A power design, if I like to set them manually?

I have Corsair 1000W AX (CP-9020152-EU) PSU:
+3.3V: 25A
+5V: 25A
+12V: 83A
-12V: 0.3A
+5VSB: 3A

Seems it does not hit even a near PBO limits with single-core boost. So, what else could be adjusted to get single-core boost over 4.5GHz?

With the AUTO settings:



BIOS seems to set:

TDC: 620A
EDC: 670A
PPT: 1000W

But in the practice from those limits are used only:

TDC: 18.6%
EDC: 39.3%
PPT: 20.3%

and the single-core boost keeps hitting to its 4.5GHz barrier:



With the water cooling single-thread application is barely raising the CPU temperature and PPT, TDC and EDC has still about 60% room before the limits.

So how to allow BIOS to OC single-core boost e.g. to 4.8GHz?
