The driver for PCI Simple Communications Controller should have been installed when you installed the Intel Management Engine(IME or ME) driver package found on the correct OS's motherboard download page.

I see there are new ME and INF packages just released for your board. ME v11.0.0.1183 and INF v10.1.1.12. Both dated Nov 27 2015.

1. To begin I would use Instant Flash to update your BIOS to 1.40. Making any needed changes until satisfied.

2. Install the latest INF package, v10.1.1.12.

3. Re-run the ME setup program you used and Uninstall that version. Then afterwards run the new ME package v11.0.0.1183.

4. Reboot and all should be well.
