Whats up guys, i need some expert advise here, after a lot of reading and research i cant seem to figure this out, please help me.
I've recently built a new machine after years!!! this is for my son! take a look at it: https://pcpartpicker.com/user/wmartinica/saved/WhJMvK
So i put everything together it was all fun until i plugged it in, it went into a infinite on/off cycle every 30 sec. : https://imgur.com/oCzDhuO
So i went through the "list", check for additional or missing standoffs, loose screws and connectors and components, nothing. So i proceeded with breadboarding this thing. https://imgur.com/g8xG1N0
Same thing next step in the list, check ram (i had already tested CPU GPU), i check one slot at time, then to my surprised IT WORKED!!!! when i put 1 stick into #3, A2. https://imgur.com/n10XRUL
When i insert the 2 stick into #1 it wont come on! or if i insert 2 sticks no matter the positions, it does the same thing, only thing im missing and i am doing as im writing is to update the BIOS. i also notice the RAM model i got (CMK16GX4M2B3000C15R) is not listed in the QVL which could be the issue but it's not a fact (I THINK) this is where i need you input https://www.asrock.com/mb/AMD/B450%20Steel%20Legend/#MemoryPR
My other concern was the CPU since i bought it open box for a good deal, aMD prices skyrocketed due to coronavirus i think. but since i got it to come on i put that off the way.
before my return policy expires what should i do? should RMA the Rams and try with another model or the MOBO?

A2 and B2 are the slots you use for 2 sticks.. Now you've put one stick in and it booted up ..but with both sticks installed you get endless boot cycle ..
Have you tried each stick by themselves to see if your setup boots with either stick in? If it doesn't boot with the other stick installed by it's lonesome, then you have a bad stick of memory .. but if both work individually but just not together then you could have either a bad motherboard or bad memory controller on your CPU.
Make sure there is no debris of any kind in your memory slots. With one stick installed you could try updating the BIOS. Then install 2nd stick (providing that they both work) and see what happens.
I have 3 Ryzen setups that don't have QVL memory installed. And when I was running 2200g's and the 2700x .. I had to dial back the memory timings to get the PC's stable ..but they ran just fine.. with the 2200g I could not run 4 sticks at any speed though .. now with 3400g, 3600x and 3700x CPU's .. all memory is running at or higher than rated speeds and can run with all 4 dimm slots populated without issue on the same motherboards.
If you had access to another Ryzen CPU to test would help in determining if it's possibly the CPU or motherboard at fault if your memory is ok.

UPDATE:
After some switching and testing, i got my system to work!!! with 2 rams working dual channel HOWEVER another issue came up! Max memory clock is showing 1500mhz, why??? My rams clock is 3000mhz, what am i missing here. i changed the xmp settings and if i push it to 3000mhz i got blue screen i could only push it to 2800mhz which sets the clock to 1397mhz for some reason, so frustrating any solutions?
Note: Bios has not been update to the latest version, i already downloaded it but i was holding back since my system was "running" now.

Dual Data Rate ..aka ..DDR .. so it's 1500mhz x 2 = 3000mhz. It's showing the correct speed.. some programs show actual speed ..most show the x2 speed ..ie PC3000 ..etc. It can be confusing.
