I'm newly building the PC. after connecting all parts to the mother board, i turned on the pc. nothing displays on monitor, the cabinet's front fan is connected to the CPU/Water Pump Fan Connector. its led will flash brightly every 2 seconds. the 3 leds on bottom of the motherboard glow red and flash green occassionally. the gpu led's also glow red and flash green occassionally. does these flashing lights indicate any thing related to not booting?

Regarding your question, let's try: 1. Install only one RAM to different slots. 2. Reinstall the CPU. 3. Press the clear CMOS for more than 3 seconds. (To clear CMOS, please remove the power cable) Kindly refer to the page.10 #16 for the clear CMOS button. https://download.asrock.com/Manual/Z390%20Phantom%20Gaming-ITXac.pdf 4. If possible, kindly try with a different memory module. 5. DDR4_A1 worked a week back when I tried reinserting the newly bought DDR4 RAM couple of times. Yesterday I bought PCIe NVME SSD. I decided to clean off the dust from motherboard so removed all the components except CPU (I'm not newly building the PC its about to be a year old, I lied). When I reinserted all the components and powered on the CPU, it didn't boot. since morning I tried reinserting the DIMM at least 20 times. The DIMM works in DDR4_B1 but not in DDR4_A1. Now as you said I reinserted processor, reset the CMOS and powered on the CPU. It worked! I think just resetting the CMOS without reinserting the processor should suffice.
